AI agents with access
but without identity

AI agents, service accounts and technical users at banks and insurers: ownership, controls and what DORA requires.

Authority

Four levels of autonomy

Gartner distinguishes four autonomy levels: observe, advise, act with approval and act autonomously.

Level 1

Observe

reads and reports

read only, no write access

Level 2

Advise

makes proposals

writes only as a proposal

Level 3

Act with approval

waits for a human

every write action approved individually

Level 4

Act autonomously

without approval

not for critical or important functions

For each level the institution defines permitted systems, data classes and operations.

What it is about

Four findings

AI models and agents access the same systems as employees. These non-human identities go through procedures that were built for humans.

Finding 1 · Stolen tokens

A valid token needs no sign-in

In August 2025 attackers used stolen OAuth tokens of the sales application Salesloft Drift to exfiltrate data from the Salesforce environments of many companies. According to Google Threat Intelligence, the attackers used compromised but valid tokens of the integration. As a result, no sign-in was needed and hence no multi-factor prompt that could have attracted attention.

Finding 2 · New class

An AI agent is not just another service account

A service account does what was defined when it was created. An agent receives a goal and decides for itself at runtime which tools it calls. A fixed list of rights does not describe it.

White paper, chapter 3 · NIST NCCoE calls least privilege for agents an open question

Finding 3 · DORA

DORA makes no exception for technical accounts

The DORA RTS requires access rights to be updated at least once a year, and at least every six months for systems supporting critical or important functions. The text contains no exception for technical accounts.

White paper, chapter 2 · DORA delegated regulation

Finding 4 · Responsibility

Every agent needs a human who answers for it

Every agent needs exactly one human owner, one deputy and an anchor in an application. When the owner leaves, the agent is transferred along a succession chain instead of being decommissioned.

White paper, chapter 7 · Responsibility and lifecycle

Responsibility

The lifecycle

The lifecycle of an agent corresponds to what institutions know for humans as joiner, mover and leaver, with two differences: the agent has an owner from the start, and it has an expiry date.

Lifecycle of an agentSix stages
  1. 01
Registrationown object with purpose, owner, deputy, catalogue and time limit
  2. 02
